HJR 11-STATE'S CONTROL OF NATIONAL GUARD CHAIR ROSES announced that the only order of business would be HOUSE JOINT RESOLUTION NO. 11, Relating to the increased authority granted to the President of the United States to federalize the National Guard of the individual states without the consent of the governors; and urging the United States Congress to take action to restore the sovereignty of the individual states to regulate and command the National Guard of the states. 1:05:47 PM JOSH APPLEBEE, Staff to Representative Bob Roses, Alaska State Legislature, on behalf of Representative Roses, sponsor, informed the committee that HJR 11 is a statement to the U.S. Congress and the President of the United States that declares that State of Alaska does not support relinquishing the control of its National Guard to presidential authority. The John Warner National Defense Authorization Act for Fiscal Year 2007 gives the federal government authority over a state's National Guard in times of natural disaster, epidemic or other serious public health emergency, or terrorist attack, or incident. The aforementioned presidential authority to regulate and command the National Guard was granted without the consent of the state's governor or its legislature. House Joint Resolution 11 urges the reversal of this action, and its purpose is supported by the governors of all fifty states. 1:07:41 PM REPRESENTATIVE LEDOUX moved to report HJR 11 out of committee with individual recommendations and the accompanying fiscal notes. There being no objection, HJR 11 was reported out of the House Special Committee on Military and Veterans' Affairs.
